Deputy Director, Innovation and Learning

Ethan Wong leads key learning initiatives for the Primary Health Care team, with a focus on innovative service delivery models and increasing system efficiency to improve health outcomes in low- and middle-income countries.

Since joining the foundation in 2013, Ethan has played a pivotal role in numerous high-impact projects, including as the leader of the Salud Mesoamérica Initiative (SMI), a US$183 million public-private partnership that worked to improve health outcomes for the lowest-income 20% of the population in eight countries. SMI has been recognized globally for closing health equity gaps and scaling up its innovations to other regions. Ethan also managed the Joint Learning Network, facilitating knowledge exchange among policymakers and health system administrators across 39+ countries.

Ethan’s expertise extends to leading complex research portfolios, including the Primary Health Care and Digital Health Tools projects for Exemplars in Global Health, which have generated critical evidence and insights into health system efficiency and performance. His work with the Primary Health Care Performance Initiative and the Lives and Livelihoods Fund at the Islamic Development Bank has led to improvements in performance measurement and management across various health initiatives.

Ethan has a master’s degree in public policy from the University of Washington and a bachelor’s degree in economics from Western Washington University.
